FOCUS ON: LEGISLATIVE COMMITTEE

The mission of the ACEC/MW Legislative Committee is to m
onitor, advise and educate ACEC/MW members and local, state and national legislators in Metropolitan Washington regarding issues of importance in the engineering and surveying community.

The Legislative Committee works closely with ACEC/MD regarding pertinent legislative alerts affecting our firms in Maryland. In addition the committee coordinates meetings with local legislators in Montgomery and Prince Georges counties.

The committee represents ACEC/MW on the Virginia Joint Legislative Committee (JLC). This body is comprised of representatives from ACEC/MW, ACEC/VA, VSPE, and Virginia AIA. The group works closely with a legislative consultant during the VA legislative session to advocate for issues affecting the engineering business community.

On April 28th and 29th, the legislative committee will be hosting our annual Consulting Congress Days. ACEC/MW will meet with our Congressional Representatives and Senators to discuss the issues facing firms represented in their districts. Please mark your calendar and plan on joining us up on Capitol Hill for a few hours each day to meet with out legislative representatives. ACEC/PAC: Your Voice on Capitol Hill

ACEC is your voice at the federal level for advancing our industry’s legislative initiatives. What makes that voice so effective is the ACEC Political Action Committee -- ACEC/PAC -- the cornerstone of our congressional advocacy program.

ACEC/PAC helps the engineering industry elect pro-business candidates who understand our industry and support ACEC’s key issues, such as infrastructure funding, contracting out, protecting QBS, and tax/regulatory reforms.

-- April 2nd Legislative Breakfast --

The Legislative Committee held a legislative breakfast meeting on April 2nd at the National Headquarters of ACEC. This breakfast is one of the many tools the committee uses to provide information to our membership regarding state and federal issues. It also provided an opportunity to hear what the national government affairs team of ACEC is covering.


Speakers Reggie Jones & Chris Nolen give insight on how the Virginia General Assembly operates and what the hot button issues are currently.



Speaker Chris Costello addresses committee involvement within the state assembly and which local legislators in Maryland lead those committees.



Greg Knopp, Executive Director, Political Affairs for ACEC speaks to the group regarding the importance of political action with Congress.

The committee meets the 4th Thursday of each month via conference call. The next meeting is scheduled for Thursday, April 23rd.
All members are welcome to attend.


COMMITTEE UPDATES

The ACEC/MW committees have been very active in meeting our strategic plan goals. In this issue, we update the achievements and key activities of each committee:

Environmental Committee:

  • The committee plays an important role in building and enhancing ACEC/MW's relationships with affiliated associations, clients and local government agencies within the region.
  • The committee is in the process of planning meetings with the DC Department of the Environment, DC Water and Sewer Authority, and the Washington Suburban Sanitary Commission (WSSC).
  • Examples of the issues discussed within the committee are: sustainability, green building, energy efficiency, storm water management, wastewater management and more.

The Environmental committee meets the 2nd Wednesday of the month.
The next meeting is scheduled for Wednesday, May 14
th. 

Facilities Committee:

  • Sponsored March 2009 Networking Lunch with speakers from General Services Administration, US Department of State - OBO, NAVFAC and the National Park Service.
  • Monthly committee meetings focus on scheduling client and local outreach meetings. Meetings are planned to establish or maintain dialog between engineering community and local governments.
  • Meeting with Montgomery County, MD is scheduled for April 15, 2009.
The Facilities Committee meets the 3rd Wednesday of the month. 
The next meeting is scheduled for Wednesday, April 15th.

Program Committee:

  • On February 19th we held our Colleges and University program at Maggiano's in Tysons. Our speaker panel included Chuck Fanshaw from George Mason University and Bill Chamberlin from NOVA. They spoke about their construction program and related business opportunities for our members.

  • We also held a joint program with DBIA Mid-Atlantic on February 24th at the offices of Dewberry in Fairfax, VA. Michael Loulakis, Esq. from Capital Project Strategies presented on the latest developments in Design/Build Contracts. This was our first joint event co-sponsored with DBIA Mid-Atlantic and it was a success - we look forward to planning more in the future.

  • Our Federal Government program was held on March 19th at Maggiano's Little Italy. Our speakers: Doug Nelson from GSA-NCR, Stewart Fox from the National Park Service, Tom Cox from NAVFAC Washington, and Bill Miner from the Department of State.

  • The Program Committee is in the process of planning for our May luncheon and Annual Conference and our calendar for next year. If you are interested in joining the discussion, join our next conference call.

  • Please contact Tracy Allen if you would like to join this committee, we are always looking for participation from our members. 

The committee meets the 2nd Tuesday of each month via conference call. The next meeting is scheduled for Tuesday, April 14th. If you would like to join this committee please send a message to Tracy Allen.

Transportation Committee:

  • A quarterly meeting was held with the District Department of Transportation on March 4. Kathleen Penney, Chief Engineer of DDOT, updated ACEC/MW committee members on the current potential stimulus package projects, quality control on projects and encourage ACEC/MW to continue providing input to DDOT.
  • Planned agency meetings in the next three months include VDOT NoVA District, Prince Georges County DPW and the Metropolitan Washington Airports Authority.
The committee meets the last Friday of each month.
The next meeting is scheduled for Friday, April 24th.


RECENT EVENTS REVIEW

The interest in our luncheon topics and speakers this member year remains to be one of the strongest we have seen to date. We look forward to bringing you more important, insightful and timely topics in the second half of our member year. Be sure to register early when the notices hit your inbox!

~Tuesday, February 24th -
Design Build Contracts Breakfast~

On February 24th ACEC/MW co-sponsored a breakfast event with DBIA Mid-Atlantic Region on Design Build Contracts. There was discussion regarding the relevant changes to DBIA contracts that are being considered. Additionally there was an update on current relevant court cases affecting design build project delivery.

~Thursday, March 19th ~
Federal Government Luncheon

Our Federal Luncheon was held on March 19th at Maggiano's Little Italy. This was our largest attended luncheon event in the history of the organization - a sign that our association is strong and the topics we offer are pertinent and timely. Four speakers addressed our group and discussed their respective capital programs, business opportunities in the next 12 to 18 months.

This was a tremendous event and we appreciate our 16 sponsors which help to make events like this a success.

at the McLean Hilton, in McLean, VA

Keynote Speaker:

Anirban Basu

Chairman & Chief Executive Officer
Sage Policy Group, Inc.

He will review and evaluate current economic conditions and forecast how the region will fare in the next 12-18 months.

Mr. Basu is one of the Mid-Atlantic region’s most recognizable economists, in part because of his consulting work on behalf of numerous clients, including prominent developers, bankers, brokerage houses, energy suppliers and law firms. On behalf of government agencies and non-profit organizations, Mr. Basu has written several high-profile economic development strategies, including co-authoring Baltimore City’s economic growth strategy

Mr. Basu earned his B.S. in Foreign Service at Georgetown University in 1990. He earned his Master’s in Public Policy from Harvard University’s John F. Kennedy School of Government, and his Master’s in Economics from the University of Maryland, College Park. His Juris Doctor was earned at the University of Maryland School of Law in 2003.
