REQUEST FOR QUALIFICATIONS (RFQ)

DESIGN AND CONSTRUCTION (DESIGN-BUILD) SERVICES
CONTRACT NO. 140060 – NEW HEADQUARTERS BUILDING
The District of Columbia Water and Sewer Authority (DC Water) requests the submittal of a Statement of Qualifications (SOQ) for design-build services in connection with the New Headquarters Building to be constructed over the O Street Pumping Station adjacent to the Anacostia River. Detailed information on the scope of work, procurement process and required content of the SOQ, submittal requirements, and evaluation process are contained in the Request for Qualifications (RFQ) document. Firms wishing to submit SOQs should contact Ms. Senail Manley by e-mail at email@example.com to obtain the RFQ document. Requests must refer to Contract No. 140060.
The New Headquarters Building will span over the existing O Street Pumping Station, located along the north side of the Anacostia River between First Street and the historic Main Pumping Station. The O Street Pumping Station will remain in full operation, throughout the construction of the New Headquarters Building and after its completion.
After review of the SOQs received, DC Water will shortlist up to four (4) of the most qualified firms in accordance with the evaluation criteria listed in the RFQ. DC Water will then issue a Request for Proposals (RFP) package to the shortlisted firms, who will be invited to submit technical proposal.
The contract resulting from the RFP will be subject to Fair Share Objectives for Minority and Women Business Enterprises (MBE and WBE) in the amounts of 28 percent and 4 percent for the professional services component, and 32 percent and 6 percent for the construction component, respectively. The program requirements are fully defined in the U.S. EPA’s Participation by Disadvantaged Business Enterprises in Procurement Under EPA Financial Assistance Agreements – May 27, 2008.
Firms are invited to attend a Pre-SOQ briefing on Wednesday, April 16, 2014 at 10:00 AM at DC Water’s COF building, 5000 Overlook Ave, SW, Washington, DC 20032. Reservations are required no later than 2:00 PM on Monday, April 14, 2014. Space is limited to two (2) attendees per firm. RSVP to Ms. Manley by e-mail at firstname.lastname@example.org.
