Department of Eneregy and Environment (DOEE)
Jeffrey Seltzer, P.E. - Deputy Director, Natural Resources Administration

As Deputy Director for the Natural Resources Administration at the Department of Energy and Environment (DOEE), Jeff Seltzer is responsible for programs that conserve, protect, and improve the water, soil, and living resources of the District of Columbia. Jeff is a Professional Civil Engineer with over twenty-five years of experience in environmental restoration, transportation and construction management. Jeff lives in the District with his wife and two children and looks forward to the day when his family and other residents can safely swim in the District’s rivers.
Department of General Services (DGS)
Tiffany Moore - Interim Deputy Director, Capital Construction Services Division

Tiffany’s experience prior to joining DGS as a general contractor, owner’s representative, developer, and small business owner has enabled her to develop a unique skill set and keen ability to solve technical challenges while fostering buy-in with both internal and external stakeholders. She is a civil engineer and graduate of Howard University who hails from Detroit, Michigan and is a wife and proud mother of one son.
District of Columbia Water and Sewer Authority (DC Water)
Salil Kharkar, P.E., CMRP - Senior Vice President Operations and Engineering

Salil Kharkar is Senior Vice President of Operations and Engineering at DC Water. He has a Bachelors and Masters in Engineering, a Professional Engineer, a certified Plant Operator, as well as certified in Reliability as CMRP. Salil spent 18 years as a consulting engineer designing treatment plants and the last 19 years in Utility Operations.
District Department of Transportation (DDOT)
Everett Lott - Interim Director
Everett Lott is Interim Director of the District Department of Transportation. He brings more than 28 years of experience in administration, including human resources, budget and finance, grants, labor and employee relations, and facilities management. Prior to joining DDOT, Everett worked for the Federal Highway Administration as the Senior Advisor for Shared Services. He was appointed to the Senior Executive Service (SES) in 2016 as the Associate Administrator for Administration for the Pipelines and Hazardous Materials Safety Administration (PHMSA). Prior to his appointment to the SES, Everett was part of the leadership team at the Health Resources and Services Administration (HRSA) in the HIV/AIDS Bureau as the Director of the Office of Operations and Management. Everett is not a newcomer to the District government. He previously served as the Acting Budget Director for the District of Columbia Public Schools, Senior Manager in the Executive Office of the Mayor, and as Deputy Director/Chief of Staff in the District's emergency 911 communications center.
Everett earned his B.A. and M.A. from Texas Tech University and completed additional graduate work at Harvard University. He is also a graduate of the Federal Executive Institute’s Leadership for a Democratic Society.

Aaron Briggs, P.E. - Department Manager - Water, Michael Baker International

Aaron Briggs runs the Maryland Water group for Michael Baker International and is chair of the ACEC/MW Water Infrastructure Committee. He is a Professional Engineer in Maryland, DC and Virginia who earned his Bachelor’s degree in Mechanical Engineering from Catholic University and his Master’s in Environmental Engineering from the University of New Haven.

Keith Foxx, P.E. - Principal, FOXXSTEM

Keith Foxx, P.E. is a graduate of Howard University’s School of Engineering. He has practiced as a civil engineer, a certified project manager, certified construction manager and program manager for infrastructure projects throughout the Washington, DC region. He is now Principal of FOXXSTEM, which provides planning, civil engineering design, construction management/inspection and program management services for transportation, water and energy infrastructure projects. He serves on the Executive Board for the American Council of Engineering Companies of Metropolitan Washington (ACEC/MW) and is a Board Trustee for the Fairfax County Public Library System.
