Department of General Services (DGS)
Highly motivated Project and Contracting Specialist with over eight years of practical experience and the ability to identify new suppliers, negotiation, and cost-effective cradle-to-grave management of Contracts and Procurements.
In addition to this exceptional expertise, I acknowledge myself for being resourceful, adaptable, and self-directed. Prior to my career in Procurement, I worked as a Contracts and Procurement Administrator at Washington Metropolitan Area Transit Authority, where I managed Inventory and Construction contracts for Train and Bus Divisions. I began working with the District of Columbia’s Department of General Services in November 2019. I was later promoted from Contract Specialist to Supervisory Contract Specialist and now as the Deputy Chief Procurement Officer for the District of Columbia’s Department of General Services.
- Implement and manage milestones dates for each contract with the Contract Specialist to ensure solicitation posting and contract award dates are met as planned.
- Perfect the spreadsheet used for bid analysis to convert technical scores and integrate CBE points and prices.
- Established and assured adherence to budgets, schedules, work plans, and performance requirements.
Department of Energy & Environment (DOEE)
Jeffrey Seltzer is the Deputy Director for the Natural Resources Administration where he is responsible for programs that conserve, protect, and improve the water, soil, and living resources of the District of Columbia. Jeffrey has been with the agency since 2010 and previously served as the Associate Director of the Stormwater Management and Water Quality Divisions where he led efforts to update the District’s water quality planning documents and accelerate retrofitting the built environment with green infrastructure.
Jeffrey is a Professional Civil Engineer with over twenty-five years of experience in environmental restoration and resource management in both the private and public sector. Jeffrey earned his bachelor’s degree from the Pennsylvania State University and is a graduate of the George Washington University executive leadership program.
Jeffrey lives in the District with his wife and two children. He looks forward to the continued improvement of our local environment to provide access to healthy natural resources, resiliency to climate change, and equity for the residents of the District.
District Department of Transportation (DDOT)
Mr. Ravindra Ganvir, P.E., is the Deputy Chief Engineer for Washington D.C.’s District Department of Transportation (DDOT). In this position, he has the dual responsibilities of helping oversee the agency’s Infrastructure Project Management Administration (IPMA) and leading its Anacostia Waterfront Initiative (AWI) Program, which is creating a world class waterfront in our Nation’s capital. With the AWI Program, Mr. Ganvir administers the planning, design, engineering, maintenance and construction of some of the largest bridge, highway, street, trail and other multi-modal transportation projects in the District of Columbia’s history. In helping oversee the IPMA, he supervises DDOT’s Storm Water Management Program, Mega Projects/Special Projects, DC Plug Program, Green Infrastructure Team, Right-of-Way Team, Utilities Team, and the Materials Quality Control Division.
Mr. Ganvir has more than 38 years of experience in transportation and civil engineering, previously having worked for the U.S. Army Corps of Engineers at the Philadelphia District, the U.S. Installation Management Command at Fort Belvoir, Virginia and the Maryland Department of Transportation/State Highway Administration as the Assistant District Engineer of Construction and Project Development. He completed the two-year Advanced Leadership Program at the Maryland Department of Transportation. In addition, he attended the National Leadership Institute’s prestigious Leadership Program at the University of Maryland, College Park. More recently, he also attended the AASHTO National Transportation Leadership Institute at the Indiana University in Indianapolis, Indiana. He has also represented District of Columbia at the AASHTO’s Annual meetings. Mr. Ganvir and his wife of 35 years, Pamela, reside in Salisbury, Maryland. They have two daughters Malini and Serena, who are practicing attorneys in the state of Maryland.
Washington Metropolitan Area Transit Authority (WMATA)
Andy Off is the Executive Vice President and Chief Infrastructure Officer at the Washington Metropolitan Area Transit Authority (WMATA) in Washington, DC. In this role, Andy is responsible for leading a workforce of 4000 employees to deliver WMATA’s $2.3B annual capital construction program to include inspection, maintenance, and repair of over $50B of fixed assets. Prior to this role, Andy served as the Interim CEO and General Manager at WMATA. From 2018 through 2020, Andy worked for WSP, a global consulting firm, as the Vice President for Transit and Rail in the Mid Atlantic. Prior to this consulting role, Andy served as the Senior Vice President of Rail Services at WMATA where he led a 4,200-employee organization focused on delivering safe and reliable rail service. Before joining WMATA in 2012, he served in various leadership positions with the U.S. Army Corps of Engineers, to include the Transatlantic Division and the Baltimore District. He served as an Engineer Officer with the U.S. Army as a combat engineer platoon leader in the 2nd Infantry Division (South Korea), a combat engineer company executive officer in the 101st Airborne Division (Fort Campbell, KY) and a combat engineer company commander in the 1st Cavalry Division (Fort Hood, TX). Andy retired from the U.S. Army Reserves in 2016. Andy received a Bachelor of Science degree in Civil Engineering from the United States Military Academy at West Point, Master of Science degree in Engineering/Industrial Management from University of Missouri-Rolla, and Master of Science degree in Civil Engineering (Structural) from the Georgia Institute of Technology. Mr. Off is a licensed professional engineer in the Commonwealth of Virginia and is a graduate of U.S. Army Ranger, Sapper, Airborne and Air Assault school.
