Montgomery County Department of Environmental Protection
Frank W. Dawson, III - Division Chief, Watershed Restoration Division
As Chief of Watershed Restoration Division, Frank is responsible for the planning, design, permitting, construction, inspection, and maintenance programs for the County’s watershed restoration program, working to meet the County’s Municipal Separate Stormwater Sewer System (MS4) permit requirements. The Watershed Restoration Division also includes the Tree Montgomery, RainScapes, Liter, and Pet Waste programs. Frank is the co-chair of the Equity and Inclusion Workgroup.
Previously, Frank served for more than 30 years as a leader, administrator, and policy advisor with the Maryland Department of Natural Resources with a focus on efforts to manage and restore the Chesapeake Bay.
City of Bowie, Public Works Department
Jose L. Aldayuz, Ms, PE - Public Works Department Director
Accomplished and energetic senior manager with a solid history of achievement in transportation projects. Motivated leader with strong organizational and prioritization abilities. Areas of expertise include managing professional engineers working in the areas of structure analysis, construction management, and airport design, as well as software development. Formerly responsible for supervising engineers working on various bridge design projects in the Northern Virginia, Maryland and DC areas.
As the Director of Public Works Department for the CITY OF BOWIE, MD, he manages all the human and economic resources of the Department. The areas of responsibility include capital improvement project management, streets maintenance, equipment maintenance, solid waste and recycling collection, snow removal, water treatment and distribution, wastewater treatment, engineering plan reviews as well as the mosquito control program.
The Department of Public Works has a total of 143 employees and a typical Fiscal Year budget of 37 million dollars. Mr. Aldayuz also contributes the Community Services and Planning Departments managing their premier Capital Improvement Projects.
Mr. Aldayuz is a registered professional engineer in the states of WI, MD and VA. He graduated with a Master of Science Degree from the University of Wisconsin, Madison.
Prince George's County Public Works & Transportation
Michael D. Johnson, PE - Director
Prince George’s County Department of Public Works and Transportation (DPW&T) has a new Director, Michael D. Johnson, P.E. He earned a Master of Science from Columbia University and a Bachelor of Engineering from City College of New York. He holds additional certifications from Harvard University and the University of Michigan. Hiscertifications include construction contract administrator, municipal engineer, and recycling coordinator.
Prior to joining DPW&T in Prince George’s County, Director Johnson served as the Director of Public Works for Annapolis City, Maryland. He also served as the Director of Public Works and City Engineer for the City of Gaithersburg from 2014 to 2020. Before that he served as the Director of Public Works in the City of East Orange, New Jersey. Director Johnson also spent several years as an engineer in New York City working on bridges, parking decks, and railways.
The Prince George’s County Department of Public Works and Transportation has a staff of 400 personnel. Prince Georgians rely on a well-functioning DPW&T which is responsible for storms drains, snow removal, engineering and construction projects, traffic signals, street maintenance, road closures, litter, and illegal dumping removal. Director Johnson lends a unique perspective to DPW&T with his engineering background and is committed to serving the constituents of Prince George’s County by improving the services that DPW&T offers. Director Johnson enjoys gardening, cooking, and spending time with his family.
