R. Earl Lewis, Jr. - Deputy Secretary For Policy, Planning & Enterprise Services
R. Earl Lewis Jr. was appointed on January 20, 2016, to serve as Deputy Secretary of Policy, Planning, and Enterprise Services for the Maryland Department of Transportation (MDOT), which is comprised of The Secretary’s Office, State Highway Administration (MDOT SHA), Maryland Transit Administration (MDOT MTA), Motor Vehicle Administration (MDOT MVA), Maryland Port Administration (MDOT MPA), Maryland Aviation Administration (MDOT MAA) and the Maryland Transportation Authority.
As Deputy Secretary, Mr. Lewis oversees the administration of twelve offices in the Secretary’s office. Mr. Lewis represents the Secretary as Chair of the State of Maryland’s Zero Emission Electric Vehicle Infrastructure Council, The National Capital Region Transportation Planning Board and often represents the Secretary on several other groups such as the Maryland Commission on Climate Change (MCCC) and the Commerce, International Affairs, and Smart Growth Sub-Cabinet as well as the Maryland Economic Development Corporation (MEDCO).
In 2018, Mr. Lewis received the Conference of Minority Transportation Officials National Corporate Executive of the Year Award, as well as the Baltimore Chapter of the WTS Honorable Ray LaHood Man of the Year Award for being supportive of careers of women in transportation.
Mr. Lewis has a bachelor’s degree in Mechanical Engineering from the University of Virginia and an MBA and a second Master’s degree in Information Systems from the University of Maryland’s Smith School of Business.

Matthew Gaskin, Air Quality Coordinator, District Department of Transportation
Serves as program manager for the District’s NEVI Plan. Additional responsibilities include working on climate change initiatives, air quality, and electrification. Prior to coming to DDOT Matthew worked for the National Capital Region Transportation Planning Board (TPB) where he worked on regional public transportation analysis and Performance Based Planning and Programming.

Chris Berg - Director, Office of Transportation Sustainability
Chris Berg is the Director of the Virginia Department of Transportation’s (VDOT) newly established Office of Transportation Sustainability. Chris is supporting VDOT's efforts to lower emissions, increase resilience to flooding and other hazards, and manage habitat across the transportation system. Chris recently led the development of VDOT’s first Electric Vehicle (EV) Charging Infrastructure Deployment Plan, providing Virginia with access to over $32M in federal funding to install EV charging stations across the Commonwealth. Chris holds Master’s degrees in Environmental Studies and Public Administration, and previously worked with the Army National Guard on renewable energy and energy efficiency initiatives. When not working for a more sustainable future, Chris can be found hiking and kayaking throughout Virginia.
U.S. Joint Office on Energy and Transportation
Monisha Shah - Equity Lead
Monisha Shah is the Equity Lead for the Joint of Office on Energy and Transportation and is on assignment from the National Renewable Energy Laboratory. Ms. Shah has over 20 years of experience leading both domestic and international analysis and technical assistance efforts to accelerate the equitable deployment of clean energy and transportation technologies. Prior to her work in the Joint Office, Monisha helped to pioneer the development and implementation of Department of Energy’s first Justice40 benefits framework. Ms. Shah has a M.S.E. in Environmental Engineering from Johns Hopkins University and a B.S. in economics and B.S.E. in chemical engineering from the University of Iowa.
