Virginia Department of Transportation (VDOT)

John D. Lynch, P.E. - Northern Virginia District Engineer


John D. Lynch, P.E. was named VDOT’s Northern Virginia District Engineer in June 2021. 
He serves more than two million residents and leads the transportation program for state-maintained roads in Fairfax, Arlington, Loudoun and Prince William counties, and VDOT-supported highways in nine cities and towns. 
Prior to that, he was Culpeper District Engineer since 2013.
There, Lynch was responsible for the development and construction of road projects and the maintenance of 10,303 lane-miles of highway in nine counties: Albemarle, Culpeper, Fauquier, Fluvanna, Greene, Louisa, Madison, Orange and Rappahannock. 
Lynch previously served as the regional transportation program director for VDOT’s Megaprojects office in Northern Virginia and was responsible for providing on-time, on-budget and safe delivery of $5 billion in transportation projects. 
He also served as the Woodrow Wilson Bridge project manager. 
Prior to coming to VDOT in 2003, Lynch worked for more than 20 years in the private sector at several engineering firms. 
He began his career with Caltrans in the Los Angeles area. 
Lynch received his bachelor’s degree in civil engineering from the University of Delaware and holds a master of science in civil engineering from George Mason University. 
Lynch and his wife, Liz, have three grown children: Nicholas, Annie and Ryan.

Terry Yates, P.E. - NOVA District Local Assistance Manager

Terry has 36 years of experience as a Civil Engineer serving both the private and public sector. He has a diverse background in Land Development, Transportation and Infrastructure Design.

Terry currently serves VDOT as Northern Virginia District's LAP Manager. The program represents a total value of $1.0 billion, with 200 projects in design development and 56 in active construction.

The program assists Local Public Agencies, representing 4 counties and 14 cities and towns, to ensure their successful management and administration of highway construction projects.

Terry is a Professional Engineer and holds dual Bachelor degrees in Architectural & Civil Engineering with a Master's Degree in Construction Engineering Management.



VDOT | NOVA Location & Design

Robin K. Youmans, P.E. - Senior Transportation Engineer

Robin is responsible for project estimating in the NOVA district.  In addition to other duties, she manages the cost and schedule estimate validations for all NOVA funding applications, and planning studies.

Robin was an active participant in the development workgroup for VDOT’s new Cost Estimating Manual.

Robin came to VDOT with extensive experience in all aspects of the planning, management, design, review, and construction oversight of transportation as well as many other types of civil engineering improvement projects.

Robin has been employed as a consulting Design Engineer, where she designed and managed numerous and varied types of development projects. Robin has also served as a Board appointed consultant Municipal Engineer. In this role she advised elected officials on all engineering, planning and construction related matters. Robin also worked for the Southeastern Pennsylvania Transportation Authority (SEPTA). SEPTA is the quasi-governmental agency responsible for all mass transit and transportation in Philadelphia and its 4 surrounding counties, extending into New Jersey and Delaware. Modes include commuter rail, high speed light rail, subway, elevated subway, trolley, trackless trolley, and bus. In the position of Civil Engineering Manager, she was responsible for the review, approval and oversight of all construction potentially affecting the Authority’s property, infrastructure, schedules and customers. She also managed the design, bidding and construction of large capital improvement projects. 

Robin earned a Bachelor of Sciences degree in Civil Engineering from Drexel University in Philadelphia, and maintains Professional Engineering licensure in Virginia and Pennsylvania.

James Thomas, PE, is a Principal Engineer at Parsons Corporation, a global Engineering Firm specializing in Critical Infrastructure and headquartered in Centreville, Virginia. He has over 15 years of experience designing and managing transportation projects throughout the United States and Canada for State and Local clients. James is a member of ACEC/MW and currently serves as the Virginia Transportation Committee Vice Chair.
